What it is

The Hiboy P7 is what happens when a value brand builds a proper road commuter instead of another fat-tire cruiser. It runs 27.5-inch wheels, a Shimano 9-speed drivetrain, a 720 Wh battery and a UL certification, at about 56 lb. Assist continues to 28 mph, which makes it a Class 3 bike.

That specification sheet describes a bike the direct-sell brands charge considerably more for. It is also, deliberately, not a do-everything machine: skinny-ish road tires and a road riding position mean it is built for pavement and distance, and it will be less happy on gravel than the fat-tire picks.

720 watt-hours is the reason to buy it

This is the largest battery in our value bracket outside the Sohamo S3’s optional 960 Wh trim, and the difference is not academic. Set against the 360 Wh packs on the lightest budget commuters, the P7 carries exactly twice the energy. Against the 499 Wh mid-pack bikes it carries about 44% more.

What that changes day to day is the mental overhead. A 20-mile round-trip commute on a 360 Wh bike is a ride you plan: which assist level, is there an outlet at work, do I have the charger. The same commute on the P7 is a ride you take twice before thinking about it. For anyone whose honest answer to “how far do you ride?” is more than about 12 miles each way, this is the spec that matters more than motor watts.

The math: at our standard 20 Wh per mileplanning figure, 720 Wh is about 36 milesof throttle-dominant riding. Ride it as an actual bicycle with the 9-speed doing the work and 10–15 Wh per mile is achievable, which is 48–72 miles. Hiboy’s 68-mile claim sits at the very top of that window — reachable, but only in the way that an EPA highway number is reachable.

The 9-speed is the underrated spec

Most value e-bikes ship with a 7-speed freewheel or nothing at all, and on a throttle bike that is defensible. The P7’s Shimano 9-speed changes what the bike is for. More gears with a wider spread means you can hold a comfortable cadence at 12 mph on a climb and at 24 mph on the flat, which is the difference between contributing to the bike’s progress and being carried by it.

That matters twice over. It is the reason the P7 can approach its claimed range — a rider who can pedal efficiently at speed draws far less from the battery — and it is why this is the one bike here that a fit rider will enjoy with the assist turned off. On the 500 W hub motor and 27.5-inch wheels, the whole package rolls more like a bicycle than an appliance.

The Class 3 problem

Assist to 28 mph is the P7’s headline and its one real constraint. In the US three-class framework, Class 3 is pedal-assist to 28 mph with no throttle above 20 mph, and a large number of jurisdictions treat Class 3 differently from Classes 1 and 2: many multi-use paths, park trails and greenways permit Class 1 and 2 only, some states set a minimum rider age for Class 3, and a few require a helmet by law on Class 3 regardless of age.

If your commute is on roads and bike lanes, this is pure upside — 28 mph is the difference between being overtaken constantly and moving with traffic on a 30 mph street. If your route depends on a rail trail or a park path, check the posted rules before you buy, because a Class 3 bike that is not allowed on your one good car-free route is the wrong bike at any price. What to check before you order

Two things, both specific to this bike.

The battery capacity varies by listing.P7 listings appear with both 14.5 Ah and 15 Ah packs, which at 48 V is the difference between roughly 696 Wh and 720 Wh. That is a small gap in practice, but the range you are buying is the one on the listing in front of you, not the one in a review. Read the amp-hours, multiply by the volts, and you have the real number.

The tires are road tires. 27.5-inch wheels with relatively narrow rubber roll fast and efficiently, and they are the reason the range is what it is. They are also the reason this bike is not the one for a gravel shoulder, a beach path or a winter with unplowed bike lanes. If your route includes any of that, the fat-tire picks are the right family.

Certification, and what it is worth

The P7 is UL-certified, which on a value e-bike is a genuine differentiator rather than a marketing line. The CPSC’s guidance on micromobility products is blunt about buying e-bikes and batteries certified to the relevant UL standards, and a large share of this bracket simply makes no certification claim at all. It does not make the pack immune to abuse — use the supplied charger, never charge unattended, and follow the rest of the battery rules— but it means the pack was tested against a published standard rather than a supplier’s word.

What it costs to run

A full 720 Wh charge costs about 15 centsat the current US average residential electricity rate with ~90% charging efficiency. A rider doing 20 miles a day, five days a week, is charging roughly every other day — call it $27–30 a year in electricity. Who it was for — and what to buy now

The P7 was the right bike if your commute was long enough that range was the thing you actually worried about, you rode on roads and bike lanes rather than multi-use paths, you wanted a bike that rewarded pedaling rather than merely tolerating it, and a published safety certification mattered to you. It held our top commuter slot for exactly those reasons until Hiboy stopped selling it.
